OK, here's how to build 'quality' muscle mass: Heavy resistance training, high volume and intensity, plenty of food, and plenty of rest. If you FU any of these variables, you can go backwards. so, we will purposely FU them all.
Put your girl on an off-season bodybuilding mass-building / bulk up program. Any of the 3-lift Sheyko routines would be perfect. Starve her of protein and calories - about 400 less calories per day than necessary for maintenance. Since she will be on a mostly-carbohydrate diet, make sure that she's eating 5-6 small meals per day and concentrate on low glycemic-index carbs. Tell her that she may only sleep 6 hours per day at most. She does not need to do aerobics of any kind, but if she currently does them she should not change.
The above is a pain in the ass and will take some serious discipline. This would be true of any physical goal, so tell her to suck it up and make a go of it. She'll lose a few pounds of muscle per week, at least, starting immediately. guaranteed.
