Can you add custom music on Youtube Slideshows?

I've Googled this,.. but it's vague.
Problem..
A client wants a custom audio track with a few photos to make a Youtube video.
This seems impossible since youtube wants you to use their music because of royalty issues.

What are the options here?

1.use recordings that are in the public domain.

2.use a recording that your client holds the rights to. (e.g. pay someone to do a recording as a work for hire of a public domain score or one written for the occasion.

3. license some music. (complicated)
