I am glad he finally got busted. And I hope indisputable evidence of his cheating comes out before all of this is over. But not because I give two shits about "cheating" in sports. I am just sick of all the cognitive dissonance going on with idiot sports fans. As Lance said, he never had an unfair advantage. This is a 100% true statement, and someday, hopefully, everyone will realise why.

I don't think anyone thinks Lance is innocent, but there is a right way and a wrong way to decide that. USADA is very close to malfeasance here.
USADA would be stupid to bring this to either UCI or LeTour. Both have a vested interest in business as usual. I think every tasty bit they have flows from DOJ case that was pretty clearly dropped for political rather than substantive reasons.
Hearsay is not admissable in Court. And that was likely all Justice had to go on after they crunched the numbers a bit. So my little bit of hearsay: I was told by a former Lance domestique on the stateside squad from the US postal days that no one saw what Patron did and these eyewitnesses, in fact, are not. USADA is a not for profit contractor to US sports federations not a gov't agency: lying to or for them won't get you jail time for perjury.

UCI has only to foreward their "findings" to trigger a ban. The UCI can dispute recognizing them but is at risk of losing their sanction.
The DOJ has Hincapie's testimony and the Landis emails neither of which are hearsay. If you read the interviews with the DOJ lawyers they were very surprised to be called off. The lead prosecutor still won't talk about it.

the other wrinkle is that Le Tour is a privately owned, professional sports event. They are farting in the general direction of USADA right now.

Look at Lance Armstrong v Pantani Tour de France 2000 by crapiwheeler on YouTube. He is SPRINTING up Mt Ventoux - a barren moonscape at about 3,000m above sea level. He "gifts" the win, controversially, to Pantani - who was juiced off his head and a truly gifted climber. It's one of the most impressive climbs you'll ever watch. And the music kicks ass.
The Times today reckoned that not only was Lance doping but he was leading the doping culture in his teams, pressuring others and ruling the roost. This is what he wished to suppress. That's an interesting angle.

How does this work? Most sports adhere to USADA rules..all the federations that do Tri's,Cycling and running do...BUT..:)
A quick fella, a smart fella like Lance could easily start his own federation (ala' powerlifitng) and compete in his own races. There may be existing rules in USCF et all, that would allow them to ban riders from competing in untested federations, which could limit potential competitors. Personally, I'd like to see him go after the hour record. untested, no geometry restrictions just a final fuck you.
