How to deal with noisy neighbors?

I seem to be the only lifter who hates noise so maybe none of you will relate to this but here goes. In my apartment complex my next door neighbor is super loud. She likes to stand in front of her apartment having super loud conversations. This in addition to leaving her door open while playing music really loud, and also slamming her door. She is at least a little crazy based on our few brief interactions but not overtly hostile, although of course making all this noise is hostile. One problem I have is that I don't want to induce her to start talking to me every time she sees me. I never know the right way to deal with this. More accurately, the right way to be to confront her rudely and aggressively to make it clear what a bad person she is, but I would end up being bothered by that more than she would since I hate scenes like that.
I never know what to do in these situations. Noisy people know they're noisy and it's not like she doesn't realize that she has three other apartments close to hers. I also don't like the idea of asking people to stop doing what they shouldn't be doing in the first place. I asked the apartment manager about another guy's noise and he said the management won't do anything, to call the cops if it's loud after 11. So I seem kind of stuck.
How do you guys deal with situations like this?

1. Figure out the hours when you really want quiet, and ask her to be quiet during those hours. IMO most people don't think about their noise.
2. Use noise cancelling headphones (Bose QuietComfort plug ins) or free white noise app on your phone

I had/have the same problem. Some irritating fuck’s garden backs onto mine. Loudest voice in the world, paces up and down on the phone and everyone hears his conversations. His kids whine like fuck.
They had a party in the garden that started at lunch with tons of adults and kids. The music was driving me nuts because it was all Taylor Swift and suchlike. It got to about 10:30 at night and I went out on the balcony and shouted as loud as I could ’turn the music off NOW and go inside’. They did instantly and other neighbours came on their balconies and applauded.

I've always found the sound of a Remmington 870 or Mossberg 500 racking a 12 gauge shell accomplishes the same thing and I don't have to raise my voice.

My upstairs neighbor was smoking, and the way the ventilation works the venting system goes right into my apartment.
I left him a nice note and it's never happened again.

Neighbor fights destroy your at-home equanimity.
Figure out how to do it as neighbors. Maybe not friends, but neighbors. Otherwise, you are going to have to figure out ways to annoy her so badly she leaves. Meanwhile, she will be using the same strategy. Lose-lose.

It's easy to put devil horns on 'the other' and build things like this up. We all do it.
It's only taken forty something years... But I''ve eventually learned to befriend the person, where possible, and when rapport is established, simply let them know what's going on for you... Heck, depending on how long you plan to be there, you can even take a small gift. Often people aren't actual cunts, they're just oblivious to their behaviour.
The other way is to lead by example... I'm fairly careful to not be noisy. BUT, I have apologised to neighbours "for making any noise" the following day after arriving home and unpacking the car super late etc etc. This started as a genuine concern and apology, but I realised it lets others know I consider it important to be quite for neighbours... Sure enough. They start apologising back to me when they think they are 'noisy', or had tradesmen around etc etc.
If these strategies don't work, you can write up an official sounding, but again polite, letter... Print off ten or so, and stick them under the doors of all your neighbours. I've done that when people were making it difficult to access garages by parking where they shouldn't. It was a few people doing it, and was effecting a few of us. There was an actual fine involved for incorrect parking, so it was an easy fix to make it look like an official reminder.
But you could still try the letter thing, something like: "A quick reminder to all occupants. The by-laws of this property are in place to maximise the enjoyment of our living spaces. One of the by-laws states "Noise in all common area's including stairwells and hallways be kept to a minimum (*find the actual by-law*)". We thank you for your consideration of others with ensuring we can share a peaceful living environment, and for your understanding in this matter Blah blah blah".
Anyhow. Being aggro should really be the last line of action. As said above, you have to live there. Best to get what you want through peaceful means.

And as to family life, it does indeed absorb you! Oh man. LOL We put the twins down an hour ago and they’re still cutting up back there. The little girl child is turning summersalts in her crib and her brother is egging her on.
