Most police departments have either full-time or part-time grant writers and submit grants for everything and anything knowing full-well they won't be approved. Then to their surprise, they get an up-armored vehicle. The police chief isn't going to give it back, that's for sure.

This. More often than not, most city councils live in the out of sight out of mind mode and don't really care what's happening until after the fact. They defer to their city managers to keep an eye on the department heads.

I've owned a lot of handguns. At the end of the day, I still prefer a Smith K-frame. Doesn't mean I wouldn't use something else, I just prefer the K-frame overall.
