If you read the rest of the piece that came from, he talks about how he spent years teaching himself to dehumanize so that he could carry out such acts, and during the trial, he also said he had to try very hard not to think about the ramifications of what he'd done or he'd break down.
Strangely, he is someone that oculd possibly be rehabilitated.
But, who cares. He shot children in the head at point blank range, shot them in the back, executed them, tricked them so he could murder more effectively. I don't care if he is rehabilitated. He should do it while spending the rest of his years behind bars. But, this isn't Norway and I'm not Norwegian. Maybe a case like this will cause them to rewrite their penal laws so they too can create a solid police state with for-profit prisons.

How do you decide how much punishment he deserves for each life taken? For all the damaged lives left behind?

A fitting punishment:
The terror of waiting for this to happen, and feeling it begin to happen, would be akin to a fraction of the terror his victims felt.The punishment of "sitting in the tub" saw the convicted person placed in a wooden tub with only their head sticking out. The executioner would then paint the victim's face with milk and honey. Flies would begin to swarm around the victim's nose and eyelids. The victim was also fed regularly and fairly soon, they would virtually be swimming in their own excrement.
At which stage maggots and worms would devour their body. One victim apparently survived for 17 days -- he decayed alive.
