All citizens must serve in one of three military forces.

State Guard/militia- answerable only to the Governor and Legislature of your state. Non deployable over seas and can not be federalized except in the case of foreign invasion. 6 months training and active duty, followed by 7 1/2 years of 1 weekend a month and 1 week a year of drill time.

National Reserve- Reserve component of the military branches. 1 1/2 years of active duty, followed by 3 years of 1 weekend a month and 2 weeks a year in drill time.

Active duty military- 3 years active duty and no resevr drill time afterwards.

No American foreign legion. However, those willing to sign up for 5 years of active military and learn English can join the Active military branches. Service time begins when you are proficient in English.

What if you're a fat ass or broke dick- no problem your state militia has a labor battalion waiting for you. You will be assigned the nastiest and dullest duty imaginable. Plus an extended period of required drill.

No service, no vote. At least at the federal level. The states can do what ever they please.
