Depends on how you define racism and decline. Overt racism has declined because it became unacceptable and/or unlawful (ie interracial marriage).

Societal attitudes are much slower to shift and all signs point to lower level racism still being fairly normal. Opposition to interracial relationships is still pretty strong among baby boomers, even into Gen X among whites opposition in the 25% range, millennial whites in the low teens. A markedly lower percentage than previous generations but that still means a fundamentally racist outlook in at least one category covers 12-15% of the most socially liberal generation ever.

The more you have to confront and interact with people who are different from you (whether in religion, ethnicity, sexual preference, etc.) - that's why the divide isn't 'coastal' and 'heartland' but urban and rural. A resident of Dallas or St. Louis has more in common culturally with someone in Portland or Boston than they do with people 75 miles away whose communities still revolve around church and a bunch of people who look the same. This is particularly true when the interaction starts young.
