Within a day or two after the initial story, I was reading the comments at NYTimes.com. A guy who lives in the neighborhood commented that that panhandler was already barefoot again, in his "homeless uniform," the implication being, exactly that, i.e., shoes reduce donations.

We can't give new shoes to the kids in our organization. If something is nice and new, it either gets stolen or appropriated and sold by shitbag parents.

Organization my ex worked for asked donors to not provide obviously expensive or new items of clothing because a few recipients had been mugged and put in the hospital for their donations.

Doesn't change the act that the cop did. We need to worry more about doing good than what people do with the good will we bestow upon them.
