I really liked Denny O'Neil's run on the Question, and agree a good movie could be made. The quality of writer it would take to do him justice is unlikely to turn up in Hollywood, though.
Still, you gotta love his home town, Hub City. It's so bad, people flee to Gotham to live someplace safer.
It looks very likely that DC is about to kill the Question off right now in "52".

There's no way Watchmen should ever be made into a movie. There's just way too much material there to cram into 3 or even 4 hours. I might be OK with it if it were a 12 part HBO mini series, but even then I can't see how the last few pages of each chapter would translate to film.

DC got it right with Batman Begins. Take Katie Holmes out of the equation and you have a near perfect Batman story. Other than that, you are correct sir.

It would have to be done by someone who can do non-linear storytelling, switching visual styles to include the pirate comic and NightOwl flashbacks, Dr. Manhattan's perception of time, etc.
If you took out all that it'd be really flat and would be teh suck.
"Hellblazer" also needs to be done right, although "Constantine" didn't suck as hard as it should have. Gabriel (goddammit why can I never remember that woman's name?) and the Devil pretty much saved it.
A friend suggested that if they had to put it in the US, put it in Boston and cast Dennis Leary. That would actually work.
