Penn State had a policy in place for sexual assault, although obviously tailored for the run of the mill daily coed getting assaulted rather than man on boy, but it was there. I am in the minority at PSU in thinking JoePa bears a shit-ton of blame in this. Completely apart from his actions in this one case, is the general responsibility for command climate, as we say in the nav. The latest news lends credence to my argument.
