My wallpaper has turned into moving, red and black "snow" (like on a TV). I tried uninstalling and re-installing this display adapter, but that didn't work: Mobile Intel (R) 4 series express chipset family.
Red and black snow is present during startup, but goes away briefly when Windows Vista initiates, so I don't think it's a hardware issue. I just can't figure this out. Basically there's red and black snow shit in most of the black parts of images.
EDIT: This is an HP laptop, G70 series.

Still don't think you've fully ruled out a hardware issue. Two ideas to follow up:
1) does it do it in safe mode? This might isolate if its a software thing.
2) if you have a spare monitor, plug it in and use that as a display. Still there?

Yes, it happens in safe mode too. I don't have another monitor, but troubleshooting with another monitor is a good idea. If that's not it I'll back up what's on here and figure out how to restore / re-install Windows.

Get the make and model of the chipset and motherboard and download the latest drivers for them from the manufacturer's site - failing that, the brand name site (Dell, HP, Toshiba, etc) should have them for your model. Borrow another monitor from somewhere and plug it into the laptops VGA port and hit the right function key to switch the display so you can see what you are doing.
Reinstalling\updating the BIOS might help too. The newer models can update their BIOS from a site download just like any other driver, you no longer have to create a floppy diskette to flash them.
