I think he might be saying get them consolidated. SBA isn't in Commerce. And Commerce has "leftovers" that don't really fit "business" today (NOAA, Census, NTIA, NTIS, etc...)

What he's really trying to do is position himself as pro small business, which is an old trick abused by both sides of the aisle in DC. It's a know-nothing populist way to pretend that you care about the economy and job creation without looking like you're in bed with fat cats. It's a dishonest and stupid position every time it's taken. The correct place for the SBA is the scrap heap.
