I've heard stories of single coyotes coming near neighborhoods and basically luring dogs or kids away only to then have the whole pack surround. The single coyote may even give the appearance of being injured. Smart indeed. I haven't seen any around me yet (central MD near the WV panhandle) but bears and mountain lions are apparently coming back.
