Because contrary to popular belief, low-intensity work does not preclude the ability to have some muscle on you. Medium and high intensity endurance work for the most part, does. Paddy Wagons still exist, but are kept more low key than previously. You can see them around jails and courts for prisoner transport, and those would be used for public order duty if necessary. The original idea was to keep resistant people off the cops, but current doctrine has pretty much done away with the lone arresting officer - gang tactics instead of the solo tough guy, necessary to support female and sissy boy equal opportunity. Plastic restraints, pepper spray, and in-car barriers also make the single victim of arrest less likely to be able to successfully strike a blow for liberty or justice. They'll also shoot your ass dead if you give much of an excuse. The Paddy Wagon is largely a relic of a non PC era, just like the 6'2" or taller state trooper, blackjack, drop piece, and summary justice sans arrest.
