Can someone please explain?
Why Thailand is shocked by this?
I mean with all the sex tourism, this sounds like an extra special service. Kind of fucking ridiculous story in the sense of, "you teach five year old girls how to do "yum-yum", why is this particularly "shocking"?
Anyway, caste system at work or just a news story with massive blinders. Not that this isn't horrible, but seriously. Own your problems Thailand, you think raping children is okay for the most part.

Thailand isn't the middle east, India or the US and random stranger-on-stranger violence is pretty rare. They do have a sex tourism industry but it's in isolated parts of the country and you have to go looking for it to find it. The average Thai would be involved in the sex industry in the same way that the average American is part of the drug trade.

No, its much more pervasive than that. And if selling four year olds for sex is not a big deal, I seriously doubt if rape and murder of those children isn't overlooked. No, I don't think this is a case of someone selling their daughter, but the child sex trade is way worse than you portray. Sex trade in general. Have you ever been there? I haven't. But every businessman I know that's been there talks about the way the sex clubs are just normal. And if that's a societal norm? Well, I can imagine you understand that things that are a societal norm just aren't legislated or even cared about. Many horrible, despicable things are societal norms in many societies. Doesn't make it okay.

If you are getting secondhand info from businessmen who frequent sex clubs then I see your perspective. I would need to pull out my passport to be certain but I would guess that I have been there ~8 times. The average Thai seems to be embarrassed by the sex industry which probably could be cleaned up if it were better regulated than it already is but, like I said, it's fairly isolated and contained and you have to go looking for it to find it.
If businessmen say that sex clubs are "just normal" it's because they either went looking for such clubs or because somebody figured they would enjoy it and brought them to visit. It would be like buying drugs in the US - sure, it's easy to do and in every major city but you aren't going to be any more likely to accidentally end up in a "chopstick show" than you are to happen to buy a dimebag when visiting New York.
I've never been to Pattaya, which is infamous for its sex industry, because I'm not interested in such things. However, I've been to the sex district in Bangkok and it is fairly over the top and you could probably find anything you could imagine. However, when you walk out of the several block radius that it lives in and there is nothing of the sort - not even the random street walker approaching you which is something that happens in most major cities around the world.
In my opinion, the sex industry exists in Thailand because it's a cash cow more than due to any other sort of cultural beliefs.

About 3% of Thailand's GDP is the sex trade. A good portion of that is child sex prostitution, i.e., statutory rape at a minimum.

Some societies are better than others. One's that developed something like the US Constitution, cars, air and space travel, a decent chance of you and a baby making it through childbirth, and prefers to see the shape of a woman's body instead of shoving a sheet and Ninja mask over it sure beats the Third fucking World types any day.

I realize that, as a woman, you struggle with simple concepts but allow me to point out that having a well developed sex industry and finding rape and murder of children shocking are not mutually exclusive. Also, Thailand does not have a caste system, that's India.
