In January, prodded in part by outrage over a series of articles in the New York Review of Books, the Justice Department finally released an estimate of the prevalence of sexual abuse in penitentiaries. The reliance on filed complaints appeared to understate the problem. For 2008, for example, the government had previously tallied 935 confirmed instances of sexual abuse. After asking around, and performing some calculations, the Justice Department came up with a new number: 216,000. That's 216,000 victims, not instances. These victims are often assaulted multiple times over the course of the year. The Justice Department now seems to be saying that prison rape accounted for the majority of all rapes committed in the US in 2008, likely making the United States the first country in the history of the world to count more rapes for men than for women.

This isn't far from the truth. The narrative of the US is being transforming from "we can overcome any shit you throw at us" to "we need pity because so much shit thrown at us".

Victims are fashionable. You want to garner points in the eye of the US public, roll out your story of child abuse, alcohol issues or a third-grade teacher that didn't like you.

Victims get paid. If you jump in front of a train you can sue the conductor and get half a million dollars. If you smoke cigarettes your entire life and get sick, you can sue the tobacco industry for a lot more than that.

(Celebrity) victims get off easy. If you're caught driving drunk, roll out a story of what's wrong in your life and you're good. If you're a politician caught doing coke, find somebody to blame and you walk. Apologize. Cry. Blame. Rehab.

Since the crime-victimization survey doesn’t separate college students from those who don’t attend college, Rennison examined responses from people ages 18 to 25, a standard research technique. She found last week, in results that haven’t yet been published, that 97.7 percent of all rape and sexual assault of people in that age range happened off campus, including 100 percent for male victims and 97.3 percent for female victims. Nearly two-thirds of the time, the location was the victim’s home or a friend’s home.
apparently most cases with college students revolve around not whether sex took place or whether they've got the right guy, but whether the act was consensual.

got to figure alcohol and drugs have been consumed/used 99% of the time, at a minimum

I figured this might be the case, and why the police's advice may be skewed. Given the above, if you were giving a woman advice on being safe in a college town, it would probably revolve a lot more around protecting herself from people she thought she knew. I get that police hate these he said/she said cases, and maybe they'd rather focus on other crime.
One of the downsides of the Internet is that it allows like-minded people to form communities, and sometimes those communities are stupid.

Using the 1990 decennial census we calculate the average property values for the nearly 3000 zip codes used in our analysis as well as the average property values in the zip codes that are in the top decile of violent and property crime.

Using these 1990 average property values as well as the average decline in violent crime across zip codes (approximately 30), we estimate that the crime decrease translated into an average gain of around $2000 per house. However, in the top decile of zip codes in terms of violent crime, the average violent crime decrease was around 209. Our estimates suggest that in these zip codes, the housing price gain from decreased crime was closer to $11,000 for each house. The average price gains were even larger when calculated looking at changes in property crime. These estimates would suggest per house property value gains of between $11,000 for all zip codes and between $20,000 and $27,000 for houses in the top decile of property crime.

Not all crimes are equal, at least not according to cops and the people who pay them. My guess is that one of the problems in Ferguson (a city with declining property values, both in absolute terms and relative to it's neighbors).
