City of Tulsa released the video from an April 2, arrest where a 73 year old (I think) reserve police officer shot a black suspect that was already down on the ground that was being cuffed up. It appears he was struggling a bit and the reserve officer shot him thinking he was shooting him with his tazer but it was his actual sidearm. Suspect later died.
