Stop, Question & Frisk/Racial Profiling

With that said.....Minnesota is about as liberal/to the left as you'll get in the USA and no one bitches about the Whiskey Plate concept at all.
So, what if:
People convicted for certain crimes (violent felony, criminal possession of a weapon, sex offense, for examples) are made to wear an ankle bracelet upon parole/probation which would allow cops to put them at 'reasonable suspicion' and identifiable upon some sort of GPS ping? Anyone present with that person would also be subject to the same level of RS, if deemed appropriate. LOJACK for Thugs.
Let's face it: most of the people doing street crime do it repeatedly and get caught eventually if not often, and street crime is the pain point with profiling (yes, put car stops in that bucket, too). Tagging them like a friggin' fish will make them pariah's of sorts in the sense that if you're with them and not doing the up and up, you might get tossed, too, which might be a strong deterrent by way of eliminating a negative influence. Many more layers to this, obviously, but if we are going to take advantage of technology going the bodycam route, we might as well burn the other end of the big brother candle and 'Scarlet Letter' those who have proven themselves to be met with suspicion, at least for the term of their probation/parole.

Why stop at wearables? Once we have the technology to implant chips, do that instead. Implant a chip at birth, with SSN, add info as it becomes pertinent.
Make it scannable. Replace cash, credit/debit cards, Apple Pay, Google Wallet, metro cards, drivers license and everything else. Know everyone's whereabouts and business at all times.
Or maybe I'm a little too paranoid, and read too much sci fi. I don't know.

Seriously.
It will never happen because of the whole "cruel and unusual" bullshit. However, there is nothing more cruel and unusual than an 18 year old black kid catching a felony (over some bullshit weed possession charge) and remaining unemployable for the rest of his life because of the imaginary existential label of "convicted felon".
I really don't give a fuck about criminals and I'd just as soon see them chopped up into dog food. But...and this is a big but...there is a slippery slope of criminal activity and involvement wherein you get so deep into crime and conviction where crime becomes the only option to put food in ones mouth. The justice system really doesn't "work" except when it segregates the truly worthless from the rest of society by way of lifetime incarceration or the death penalty. I believe there is a significant number of people who are salvageable but get pushed into the death spiral of career douchebaggery due to the fact that all the system does is make them into pariahs by way of public record.
Beat peoples asses in the public square and they will figure it out. Meanwhile, they can get to figure it out without having to suffer starvation via background check.
Perhaps a goofy idea, but what we are currently doing is not working.

There are many conditions of parole. No reason this can't be one of them. Seems like it would free up the popo's time too. They'd no longer need to shake the entire hood tree to find a few bad apples. I wouldn't support it for those whose sentence is complete with the possible exception of sex offenders or crack house rat crazies.

Not saying they're 'tagged' for life, just for the duration of parole or probation or some shit like that. Gives 'em a better shot at NOT being incarcerated again or teaching others to take that path, is my guess.
Also, no one goes hungry in the hood unless they're misusing their welfare stipend. You're more likely to see hunger in a family not on public assistance in the US of A. It's not Jean Valjean feeding poor little Cosette with a loaf of boosted bread. I'm talking Robbery, weapons possession, sex crimes, that kind of shit, not the bullshit drug offenses or a larceny.
No disagreement in the slippery slope comments, but we have already slid in many ways. Again, it's no different from the whiskey plates I referenced, except the crimes would more than likely be more serious than DUI and the bracelet would be less conspicuous than the vehicle tags.

As to fairness
1) DUI has rates of recidivism that are known and quite high. This is in distinction to most other felonies: violent and non-violent.
2) The plates in question are "narrowly tailored" to achieve the goal: reduced DUI auto accidents. They are attached to vehicles and only seen when the vehicle is being driven and a threat to others from DUI.
As to practicality of enacting
3) DUIs are spread fairly evenly through society. Unlike other felonies.
4) Vicitms of DUIs are likewise spread fairly evenly with a preponderance being white.
5) Women have taken anti-DUI as a tribal cause (along with Rape and DV). They do not feel that way about other felonies.

On probation or parole, I think the bracelets are a good idea. After that, not so much.
However, I don't think it's equivalent to the plates because Americans love their drunk driving nearly as much as they love their reality TV and fast food.
