If I were King:
1 - No incarceration for most first time violent crimes by 12-16 year olds. No Crime School. Instead, caning ala Singapore.
2 - Washington is a Three Strikes state and it does it more selectively than does Cali. If a kid commits violent crimes that would merit a strike, then when he becomes an adult, his one or two strikes carry over to adulthood. He would be one violent crime away from lifetime incarceration. Because if you're an asshole at age 16, odds are very low that you'll "turn your life around" at 18.
3 - Research recidivism rates for some of the Strike crimes (assault, robbery), and end the "Life" prison term with lifetime probation & felony bracelet at, say age 50, when T has dropped.
4 - Bracelet on parole/probation - Yes.
5 - Google cars will obviate DUI's in a decade or two.

Only way to break the cycle of mopeness is to distance the young ones from those said mopes. Lefties and rightwingers, 'racists' and 'apologists' have to agree that the overwhelming majority of poor people of color or not, *do not* commit violent street crime, ever. Ergo, let's tag those who get caught doing so and try to let them have lives while there is still time for them and at the very least, at a reduced cost to society by not having them incarcerated (yet kept away from others in certain scenarios). Anyone who has done time in the streets in some capacity (to include being a thug) knows that as fallable as SQF is, it's a pretty fucking important LE tool and we're seeing the effects of its pullback in various cities.
