Because contrary to popular belief, low-intensity work does not preclude the ability to have some muscle on you. Medium and high intensity endurance work for the most part, does. Everything from the 800m to the marathon involves some low-intensity work but a ton of track work and tempo runs, which often force the body to whittle down to a sleeker version.

Once you go beyond the marathon distance, there's very little medium and high intensity stuff that is necessary to complete or even to be elite. Then on top of that the most popular ultras these days are off-road and so preparation involves a ton of elevation gain/descent. Low intensity + healthy dose of climbing is more conducive to a meatier body. It's not true of all ultrarunners, but many grizzled mountain runners will have sizable calves, hamstrings, glutes in comparison to shorter distance athletes.
