Unless the State Department treats security mire lightly than the average statistical agency, there's no way that she thought a private server was allowed. I was literally badgered with rules about how confidential information had to be treated.
Hillary knew the server wasn't allowed, and she didn't give a shit. She wanted her blackberry, so fuck you and your stupid rules.
And, despite Nafod's claims, she did email classified information to people who weren't cleared to see it.
Then she repeatedly lied about the server, and had people delete information off of it. Comes said anyone else would be disciplined, but Hillary gets a promotion because the GOP is even more dysfunctional than the Democrats.

First, foreign powers may have hacked her server. Foreign powers absolutely did, 100% fact, hack the DoS IT system and gain access to all the emails. They also have hacked CENTCOM networks and classified networks. Insiders have spilled the beans at the secret, top secret, and SAP levels. Her server was potentially a safe haven. Heh.
Second, regarding FOIA, if that was her concern up front, she did exactly the wrong thing. You don't try to hide emails from FOIA by sending them to broad government distributions at *.mil and *.state.gov addresses. You don't try to hide your personal emails by mixing them on a server with professional emails. You don't try to hide messaging from FOIA by using an unclass system, you use classified systems to put an instant blanket on it.
Third, if you read the FBI docs, it appears the most classified stuff was related to drone strikes, which are time sensitive targeting and have approval chains. Looks like they "talked around" providing approvals when they didn't have class comms access. You'll note in the FBI docs that the originators included senior staff, political appointees, and SES (flag level civilian professionals at State). This was how they did business, right or wrong. It is how it would have been done if she'd have used a *.state.gov email address, we just would not know about it.
The Whitewater investigation back in Clinton v1.0 ended up being a dumpster dive where Whitewater never came up, but banging some intern did. Benghazi was the exact same thing, where after 4 years of continuous investigation nothing was made to stick regarding the original purpose of the investigation (to howls of protest of the Limbaughs of the world) but they did unveil the email server in the dumpster. Got it, it was stupid, stupid is as stupid does, but just like in Clinton v1.0, the repubs are overplaying their hand.

I think the networks originally thought the ratings for Debate2 would drop off.
