SpaceX has done promo videos on the "anywhere in an hour" before. Once you can VTOL rocket, having them land on the other of the world is pretty quick.
One of the downsides of the Internet is that it allows like-minded people to form communities, and sometimes those communities are stupid.

I think he's talking about hypersonics.
We're unfortunately behind the chinks and their russian commie neighbors (not that there's anything wrong with it, Wild Bill), but are working it hard.
One of the concepts is you take a ballistic missile, put a hypersonic glider on the snout, and on launch, before you leave the atmosphere, you use the aero forces to tilt its trajectory over so it is flat. Then the glider skips off the atmosphere, surfing along until it gets where it needs to, and drops in.
