Crossing the line?

Watching Lili Simmons in Banshee and True Detective and then scenes from the Americans, Strike Back, Spartacus, etc. When does something cross the line from TV to porn? Does it require Mr.Happy to be at attention, actual penetration or the glimpse of labia?
I'm showing my age but years ago you'd have to pay a quarter in a booth to see some of the stuff that's on TV today and not just HBO or Skinemax.
I've seen that silly video going around "It's not porn, it's HBO". But I'm curious, is there a standard, some "red line" that is not to be crossed or do producers just keep going until everything is just a giant full frontal penetrating fuckfest?
